• 1. Administration Office

    UNCTION

    Administration office is a division of NIVT that has the function to assist NIVT’s director to follow and control the divisions to implement the activities as scheduled; manage the human resources organization; foster the capacity of the staffs and officers of NIVT; to be in charge of general and international affairs, emulation and commendation, office management, archives management; manage the facilities, working means and conditions of NIVT.

    * Human resources management and organization

    - Initiate and submit to authorized officers the strategy on developing the human resources, giving proposal to reinforce the function, responsibility, structure of human resources organization; developing long-term, 5-year, and annual plan on human resources management and organization; fostering the capacity of the staffs, officers under the management of NIVT;

    - Cooperate with other divisions to develop the function, responsibility, and structure of NIVT and NIVT’s divisions;

    - Cooperate with other divisions and labor union to develop the internal regulations; comply and monitor the implementation of the regulations;

    - Develop the human resources plan for the divisions under NIVT;

    - Initiate and develop the standards, requirements for the staffs, vacancies, recruitment, admission, secondment, job discontinuation, appointment, salary scale increase, emulation and commendations;

    - Initiate and propose NIVT’s director to send staffs, officers for assignment in and outside the country;

    - Manage and organize to implement the policies, regimes towards the staffs, officers in accordance with the current law;

    - Manage the dossiers, records of the staffs as assigned;

    - Perform collaborative task with other agencies in and outside the GDVT as assigned;

    * Train and foster the capacity of the staffs, officers

    - Cooperate with other divisions to develop quarterly, monthly, annually plan on training, retraining, fostering the capacity of the staffs, officers in and outside the country;

    - Propose NIVT’s director to send staffs, officers to attend training, extensive course in and outside the country;

    - Manage and monitor the implementation of government policies on training, retraining, and fostering the capacity of public staffs, officers in and outside the country;

    * General affairs, international relations

    - Gather information and develop the action plans; track and control the implementation of the approved plans among the NIVT’s divisions; making periodical reports, imminent reports upon activities of NIVT;

    - Draw up working schedule for NIVT’s directors and the heads of the divisions under NIVT; draft the content, meeting minutes including information and conclusion of the meeting sessions held by NIVT’s director.

    - Track and coordinate the activities as approved;

    - Act as a collaborative unit with organizations, entities in and outside the country working on vocational education and training (VET) sector;

    - Manage and track the developments and implementation of the project, programs having international cooperation with NIVT;

    - Manage and cooperate with other agencies to organize workshops and symposiums;

    - Broadcast and promote research activities on VET on mass media;

    - Participate in the process of verifying, evaluating the policies and programs in VET sector;

    * Office management

    - Arrange and store the equipment, documents in the library in a well-ordered manner to serve the need of the NIVT’s staffs and officers;

    - Introduce to the staffs, officer the documents in the library and related documents available online;

    - Identify and propose additional equipment based on the demand of NIVT to be included from the quarterly and annually budget;

    * Administration tasks

    - Draw up the plan on using administrative expenditures as assigned;

    - Develop and implement all the regulations, disciplines of NIVT; check the format and procedures of the administrative documents before signing;

    - Manage and instruct all administrative tasks and archives of NIVT for the staffs according to the current law;

    - Manage and ensure the equipment, facilities, means of transport, communication equipment to meet the working conditions; ensure fire safety, sanitary, security, and cleanliness of the office;

    - Assist NIVT’s director to perform emulation, commendation task for the divisions and the Committee for emulation and commendation of NIVT;

    - Manage stationery storage, newspapers; publish the documents upon the guidance of NIVT’s leader; purchase and give maintenance, repairment and liquidation for the properties belong to NIVT by law;

    - Provide the deployment of car and issue gasoline permit for the activities of NIVT;

    - Follow and monitor the implementation of internal disciplines and regulations of NIVT;

    - Ensure the efficient use of the facilities, means of transport, communication equipment, supplies, working equipment and necessary equipment to organize workshops, meetings, and ceremonies of NIVT as in regulations.

  • 2. Financial – Accounting Division

    UNCTION

    Financial – Accounting division is a third-level budget-estimating unit under the management of NIVT which has the function to give efficient and legitimate use of the allocated budget and properties for the activities of NIVT.

    ASKS

    - Collect, process, reflect, and gather all the information about the allocated budget from different sources and the expenditures of NIVT’s budget and revenues;

    - Set up the budget estimates; follow the budget estimates and expenses as regulated by the government, funding sources and other contribution sources as allocated by authorized agencies; make comparison and checking over the expenses, revenues, the compliance of the expenses’ limit, the management and usage of NIVT’s properties and supplies as in the internal regulations and the law;

    - Participate in inventory and audit processes; manage the archives, records related to accounting issues;

    - Provide instruction on accounting regulations for the NIVT’s divisions;

    - Draw up and propose the detail expenditures of the allocated budget for the NIVT’s activities and submit the proposal to NIVT’s director for approval;

    - Collect, analyze the accounting data (monthly, quarterly, annually, etc.) and propose solutions on managing and using the allocated budget for NIVT’s director for an efficient and legitimate use of the budget;

    - Make and submit periodical accounting report;

    - Other tasks assigned by NIVT’s director.

    Vocational training policy research division is a unit under the management of NIVT functioning as a fundamental research division to identify the rationale and critical methodology of vocational training to create a foundation for making policies and strategies to develop VET; participate in training activities and consulting activities of NIVT;

    - Analyze the issues related to training, quality management, economics, labor market, professional culture, tradition of vocational training to make a basis for developing policies, strategies, plan in this sector;

    - Evaluate and generalize the vocational training experience to develop the theory in VET management, strategies and plan to promote VET;

    - Conduct research on theoretical and practical reviews to identify the structure and methodology to be applied in VET, the costs and cost estimates for the services and products of VET and continuing VET; set the goals, plans, contents, and form of training and managing regular VET staffs and management staffs;

    - Design tools for developing, managing, evaluating the policies, strategies on VET, policies towards management staffs and staffs, trainees, enterprises, and shaping the organization of the labors;

    - Implement programs, fundamental research proposals to develop VET management, VET’s history, VET’s philosophy, Vocational psychology, Comparative VET, VET sociology, VET’s economics; VET assessment and accreditation;

    - Conduct research activities, deliver services and consultancies in VET, perform other activities with international organizations and individuals under the law of Vietnam and the NIVT’s regulations;

    - Participate in delivering postgraduate training in vocational training aspect, organizing and performing training activities for the management staffs, trainers in VET and related fields;

    - Involving in appraisal, evaluation process for the projects, programs, researches related to management strategies to develop VET;

    - Other tasks assigned by NIVT’s director.

    Vocational training curriculum and methods research division is a unit of NIVT to conduct research on scientific rationale, give scientific consultancies to develop vocational training programs and reform methodology for vocational training system in Vietnam; the division also participates in training activities of NIVT;

    - Implement the programs, projects, and scientific proposals in developing vocational training subject, methodology, training materials, and the related fields;

    - Collaborate with related agencies to develop training materials;

    - Deliver postgraduate training in vocational training; collaborate with related agencies to give further training, training on new techniques, and related fields for the trainers and management staffs;

    - Involve in appraisal and evaluation process for the projects, programs, researches on vocational training, vocational training methodology, and training materials;

    - Other tasks as assigned by NIVT’s director.

    Center for training needs analysis and forecast is a unit of NIVT which holds the function to gather, analyze, process, and give forecast on the needs of vocational training; deliver information related to fundamental research, applied research to build up strategies, policies on vocational training; participate in training and consulting activities of NIVT.

    - Conduct research and build up the database, data storage, information system, and forecasts on vocational training needs;

    - Conduct research, update, build up, give training and transfer the techniques on analyzing, evaluating, forecasting on vocational training;

    - Deliver short-term, mid-term, and long-term forecasts on vocational training needs;

    - Build up models to analyze, evaluate vocational training programs, projects;

    - Cooperate with other news agencies in and outside the country in following the plans, programs of NIVT;

    - Participate in giving postgraduate training on vocational training studies, deliver training and intensive training for the management staffs, teachers in vocational training and related sectors;

    - Involve in appraisal, evaluation process for the policies, programs, projects, research plans related to ,management, strategy, policies in vocational training sector;

    - Provide consulting services on vocational training for the local and international organizations, agencies in accordance with the law;

    - Build up strategy to develop vocational training sector and target program on VET;

    - Conduct periodical or random analysis and evaluation on the vocational training’s issues;

    Center for skills development and TVET standards is a research unit under NIVT which holds the functions to conduct fundamental research, develop skills and standards in vocational training to create a basis for building up policies, strategies in vocational training; participate in training/upgrading, and further education activities of NIVT.

    - Conducting research to build up standards for developing capacity and skills of the management staffs, teachers in formal vocational training institutions and continuing vocational training institutions;

    - Conducting research to build up criteria, standards for vocational training institutions; complete the list of standard vocational training equipment at all training level;

    - Participating in further training/upgrading on vocational training studies; deliver training and intensive training for the management staffs, teachers, specialists to develop vocational skills, questionnaires, and practical exercises to give assessment on vocational skills, quality  of vocational training;

    - Involving in appraisal, assessment process for the policies, programs, projects, research plans related to ,management, strategy, policies in vocational training sector;

    - Conducting research activities, deliver services and consultancies in VET, transfer training technologies, and cooperating with domestic and foreign organizations and individuals, international organizations to do research according to regulations of the Institute;

    Center for training, further training and experiment is a unit under NIVT to organize and co-organize the training, intensive training courses in VET, VET management; to do experiments and apply the results of the researches into training and production process, to transfer technologies in vocational training.

    - Compile the curriculum, materials for the training courses; produce teaching equipment, materials for the training courses;

    - Deliver services and consultancies on vocational training, vocational training equipment; deliver practical experience in giving training and production;

    - Organize the quality appraisal activities in vocational training institutions; evaluate the vocational skills for the labors at authorized level;

    - Cooperate and co-organize to hold the workshops, conferences on training, pre-exam preparation, vocational skills competition locally and internationally;

    - Transfer the technologies, apply and test the new teaching methods, techniques, and modern technologies into vocational training;

    Being a unit of NIVT, Vocational training journal has the function to deliver information, dissemination in following the policies and strategies of the Governmental Party, Governmental laws in vocational training sector. Vocational training journal has its own seal and share the same account with NIVT.
